| Proposal contributor Brad, one item which is occuring in Europe is called GDPR, this is of particular importance to Blockchain usage because any company either based in Europe or holding data an EU citizens must comply with GDPR rules. As one of the key operability characteristics of Blockchain is that data cannot be deleted the choice of any Blockchain should include the ability of EU users to remove their data or more overall have control of their personal information. This is called "Self-Sovereign-Identity" and Hyperledger has a module called Indy within it with those capabilities. More information on GDPR can be found here.

| Proposal contributor It is exactly these sorts if things which need to be owned by EU citizens themselves and not some sort of data agregator such as Facebook etc. So Self Sovereign Identity will definitely be a key issue "All ZWBC participants assign values to their resources and attributes. Some values are positive: house, real estate, automobile, working capital, degrees earned, knowledge, etc. Some resources and attributes are negative: waste streams, financial debt, illness, addiction, utility bill, etc." |

He created a scheme which the UK government reviewed called TEQ's (Tradable Energy Quota's) which map out a way to reduce fossil fuel use without immediately destroying an economy. More details can be found here. This speaks to transitions which you detailed so "In this embodiment, we have weaned ourselves from carbon-based fossil fuel in favor of a renewable energy economy where existing biocarbon that is susceptible to forest fire, resulting waste from construction or demolition is used as a fuel supply. We have also implemented a carbon-negative "organic carbon engine" that uses sunlight to make oxygen through photosynthesis while simultaneously sequestering carbon as biochar." |

I think if the ZWBC proposal is to have a shot at being selected, it will need to be less theoretical and provide a specific project for a specific community. I have another business plan competition that is due April 30, so I'm considering "forking" the ZWBC into a second project that dovetails with GHG management and air quality management in Missoula, Montana.
