While the concept sounds interesting, and might have impact in a limited number of new construction buildings, it is doubtful to be an effective retrofit technology. In additional lighting energy usage and costs are rapidly declining with improved LED lighting which has a strong retrofit application. It's doubtful there's a widespread need for this solution.
