A well written proposal. The idea has merit and a positive track records. However, the proposal presents expansion of an existing program. No new innovation from existing program has been presented.

This looks like a great tool for municipalities. The drive for SMEs to use this tool or benefit from it is less clear. The decisions component is also unclear. Could this tool and information be shared with citizens and local organizations?
This proposal is a great tool to empower communities to support SMEs in reducing carbon emissions, and to help the SMEs work together to do so.
