The project is well presented and shows great potential if put into action. It is also very interesting that the structures are designed to withstand extreme events. The design is well explained, but it is not clear yet if there has been any investigation directly with local communities to assess the feasibility and how likely the floating fishing reefs are to be accepted. The first phase of the project (feasibility analysis) is meant to address, inter alia, these issues but some background information on the (potential) perception of local communities for the floating reefs would have been interesting.

This is a potentially hugely impactful project that has been carefully designed. One of the challenges of this will be managing the benefits of the reef amongst the community and ensuring they are equitably distributed.
The proposal seems still theoretical and at its early stage, it is advisable to define a specific intervention area.

Questions arise regarding how these costs were calculated. Establishing an agency to lead the project would not be the most cost-effective...the project needs to build on and enhance/strengthen existing structures. The proponent proposes to develop a feasibility study that is a good idea but needs to define better the proposal (intervention area, actors, communities to be targeted, focus better on the targeted impacts... etc).
