Summary
Climate Finance modalities like the GCF, AF, bilateral grants etc are at a scale too large for many LDC people and communities to engage with. Projects are written in capitol cities with insufficient local buy-in or co-design. Yet the most transformative climate Adaptation, Mitigation and risk reduction happens when local people own the design and implementation that most closely addresses their needs. In Vanuatu, transaction costs to reach the last mile are immense due to geographic remoteness of Islands. We propose that technology can solve this disconnect problem. With smartphone access at 70%, project designers can quickly and effectively Co-Design climate interventions alongside women, men, youth, in real time in hundreds of commnities. Building on Vanuatu's experience using Blockchain tech during volcano response, this initiative will use civil society-govt partnerships to build national climate finance project submissions from the ground up. Local leaders and citizens will identify the context specific issue and solutions they feel to be most relevant. Budgeting and planning will use local experience and knowledge. Blockchain will ensure that inclusivity and transparency are maintained from design, through implementation to reporting. Donors and govt officials will get images, stories and updates in real time as requested. LDCs deserve inclusivity in the climate programs that are intended to benefit them. This solution will ensure that local people have ownership over the urgent climate interventions that have the most impact on their future.

What are other key benefits?
National policies highlight decentralisation, traditional knowledge and citizen ownership... But this cost prohibitive. Technology allows these priories to become reality.

What are the proposal’s projected costs?
Input costs will include IT engineering as well as some support for NGO'S to build capacity of the communities where they are already working. 10,000usd.
Timeline
A trial could be conducted within 12 months, with the first major GCF project proposal co-designed with island communities within 2 years
