Pitch

Blockchain technology approach to scalling up Climate interventions in remote and vulnerable Pacific LDC committees. Ownership to Transform

Description

Summary

Climate Finance modalities like the GCF, AF, bilateral grants etc are at a scale too large for many LDC people and communities to engage with.  Projects are written in capitol cities with insufficient local buy-in or co-design. Yet the most transformative climate Adaptation, Mitigation and risk reduction happens when local people own the design and implementation that most closely addresses their needs. In Vanuatu, transaction costs to reach the last mile are immense due to geographic remoteness of Islands. We propose that technology can solve this disconnect problem. With smartphone access at 70%, project designers can quickly and effectively Co-Design climate interventions alongside women, men, youth, in real time in hundreds of commnities. Building on Vanuatu's experience using Blockchain tech during volcano response, this initiative will use civil society-govt partnerships to build national climate finance project submissions from the ground up. Local leaders and citizens will identify the context specific issue and solutions they feel to be most relevant. Budgeting and planning will use local experience and knowledge. Blockchain will ensure that inclusivity and transparency are maintained from design, through implementation to reporting. Donors and govt officials will get images, stories and updates in real time as requested. LDCs deserve inclusivity in the climate programs that are intended to benefit them. This solution will ensure that local people have ownership over the urgent climate interventions that have the most impact on their future.

Is this proposal for a practice or a project?

Practice

What actions do you propose?

Tailor block chain humanitarian App for climate project design

Utilize civil society networks to engage with commnities and build capacity

Local identification of climate risks, proposed solutions, budgets and plans (according to a Framework nationally set)

Gcf project writers to base design on e network submissions

Live MEL built into systems for regular communications, technical backstopping, financial reporting, images and stories from the field.

Who will take these actions?

Accredited entity to lead on proposal development

National govt to set Climate project national Framework ( eg key sectors and scope of interventions)

Civil society to engage with the communities with whom they have already been working to introduce app and build capacity

IT Humanitarian experts to refine current blockchain App to suit climate project purpose

Where will these actions be taken?

Communities in remote Pacific LDC Nations

In addition, specify the country or countries where these actions will be taken.

Vanuatu

Country 2

Solomon Islands

Country 3

No country selected

Country 4

No country selected

Country 5

What are other key benefits?

National policies highlight decentralisation, traditional knowledge and citizen ownership... But this cost prohibitive. Technology allows these priories to become reality.

Costs/Challenges

What are the proposal’s projected costs?

Input costs will include IT engineering as well as some support for NGO'S to build capacity of the communities where they are already working. 10,000usd.
