An interesting proposal, but one that will require a Herculean coordination effort to bring all the respective players together and get them working towards the same goals while avoiding issues of corruption and vested interests in logging. As stated in the proposal one of the biggest challenges will be determining and equitable way to share the carbon benefits/revenues that would be generated by the project. Perhaps setting up some sort of fund that could directly benefit the communities would be of assistance here.

This proposal represents a complete REDD+ programme at the country level, depending of high level political and government decisions and it is still not clear who is the real proponent (Sierra Leone as a country or a private consultant ?). The theory of change does not really describe how the various structural, organizational and operational steps described in the list will be taken by the government.

Interesting proposal, but who will serve as coordinator? Will it be the National Secretariat for Climate Change that is to be established? How will the project garner buy-in of the process from the government? There should also be an effort to sensitize communities and government to the cross-benefits of NBS that entail DRR, adaptation and mitigation.

Extremely ambitious proposal with a real integrated policy framework at the national level including completing a fully comprehensive national forest cover and carbon mapping exercise in Sierra Leone, passing legislation for REDD+ and PES at the national level, feeding the national climate roadmap and negotiation, etc. The proponent is very skilled in the field and knows well the national setting; he draws a good analysis of advantages and positive signs of how Sierra Leone could be a successful example for the region. However, if the 13 critical steps are detailed and convincing, it is not clear how they will be implemented concretely? Since they are essentially linked to political decisions, there is a need for a robust theory of change, embarking the policymakers and their interests. There is some confusion for the reader about the project timeline since the budget is discussed from 2010 and the following years; it is not clear for the future.

The proposal seems a nationwide action programme. It is not clear whether this proposal has already benefited from the engagement and buy-in of the important stakeholders (government agencies for instance who should be in the lead of the programme being nationwide and engage all the required stakeholders and partners ). Stakeholders and partners are listed not in detail (who are these? are they aware of the proposal, ....). This makes it seem a bit theoretical. the proponent may give further information to improve the proposal and justify its feasibility as well as justify the overall costs given.

The projected costs are USD 3.7M, how do the authors intend to raise the costs?
