Felipe is an international consultant who specializes in applying process management and information technology tools and methods to renewable energy and low-carbon development projects. He is the Co-Founder and Executive Director of the Fundación Pro Energías Renovables FUPER as well as serving as Markets and Metrics Advisor to the Climate Change Directorate of the Ministry of Environment and Energy of Costa Rica.

Felipe has over eight years’ experience working on renewable energy and climate change projects in over a dozen countries including Costa Rica, Nicaragua, Honduras, Puerto Rico, México and Colombia. As CDM Advisor at Anaconda Carbon he developed over half a dozen CDM projects as well as the Guacamaya Hydroelectric PoA. He has a wide range of experience including on-the-ground work deploying wind and solar mapping system in Guatemala and El Salvador, methodologically intensive emission reduction calculations for a variety of energy sources and high level projects including a GEF-funded design proposal for the Colombian GHG Market Platform, representing Costa Rica at various international summits and assemblies, and his selection as an Equinox Summit Forum Associate.

Felipe is passionate about promoting innovation in climate change mitigation and adapted and resilient development projects and strategies. He has contributed to several professional articles and as a speaker at numerous conferences and workshops in Latin America, Europe and Asia on topics including GHG market design and implementation, MRV systems, NAMAs, the CDM, low emission development strategies and GHG validation/verification and C-Neutral policy design and institutional development.

Felipe studied Industrial Engineering at the Universidad Latina de Costa Rica. He received a scholarship from InWEnt (Capacity Building International, Germany) to attend the Instituto Centroamericano de Administración de Empresas (INCAE) Sustainable Management Program which he completed successfully.
