Thomas is an expert on carbon market mechanisms, energy markets and policy. He was a lead author of the State and Trends of Carbon Pricing 2016, Checklist on Establishing Post-2020 Emission Pathways and several reports on the competitiveness and carbon leakage effects of emissions trading systems and carbon taxes.

He worked on the design and analysis of carbon markets in Europe, North America, Latin America, Australia and South Africa. Thomas has worked with a broad portfolio of public and private clients, including multinational energy companies, multi-lateral organisations such as the OECD and World Bank, governments across the world, and the European Commission.

Thomas holds a Masters in Economic and Financial Research with specialisation in econometrics and a BSc in International Economic Studies from Maastricht University in the Netherlands, with academic visits at the National University of Singapore and doctoral courses at Universidad Carlos III de Madrid in Spain.
