John B Cook, P.E. - John has been the CEO for ADMi for over ten (10) years. Formerly Director of Engineering, COO and CEO of Charleston (S.C.) Water System, he has over forty (40) years of environmental engineering and utility experience in all areas of utility management, water and wastewater process operations, process optimization, capital improvement planning, rate schedule design, revenue projections and demand forecasting, design, construction and capital financing, research, and the application of environmental management systems. While CEO, Charleston Water System became the first utility in North America to become registered to the high standards of ISO 14001.

He has developed computerized models for water and wastewater treatment processes, and as President of the Cooper River Water Users Association, oversaw development of the 3-D EFDC model and wasteload allocation for industrial and municipal users.  Experience related to demand forecasting includes revenue and water demand forecasting working with CFO, predictive modeling, financial management, budgeting, rate-forecasting, and long-term financing vehicles such as revenue bonds.  When at Charleston Water, he worked with predictive modeling for DBP formation development and minimization, predictive modeling of non-metered water usage, and wastewater discharge flow forecasting.

He was a co-author of the WaterRF’s project No. 4285, “Estimating Salinity Effects Due to Climate Change on the Georgia and South Carolina Coasts”. He has numerous papers and presentations over the past 7 years related to security, hydrologic modeling and the use of advanced data analysis techniques.  John holds graduate engineering degrees from the University of South Carolina and Colorado State University and has a BS in civil engineering from the University of South Carolina.
