Thank you for this proposal! This is a really great idea, and we'd love to see it developed a bit more. In the next week, we will have some heat maps uploaded to our Resources page. You should look at those and get a bit more specific about where in Cambridge you think this will be most successful. Also, we'd like to hear a bit more detail on who you think should do this program, and how. For example, who will be flyering neighborhoods and training the workforce? Also, if there is legislation elsewhere as you mention, can you add a link to the document?
