Thanks for your entry!
It looks like this contains both a proposal for a contest we could run ("What is the quickest and safest way of cooling the planet in the short term?") as well as a solution that you offer ("mimic the natural albedo by spraying ice bereft rock with chalk based solar reflective paint for a year's duration"). We would welcome both kinds of submissions, however they would need to separated and entered in different contests.
For example, the contest suggestion would remain entered here, but you would need to separate out the solution you propose (and perhaps enter it in the Geoengineering contest, see below). If you do so, it would be helpful to hear how this suggestion differs from our Geoengineering contest.

Did not notice this one until now. An interesting proposal. I think this is the perfect place for this suggestion. As I understand the proposal, Rosemary suggest a competition for cost effective and safe ways to increase reflectivity.
"mimic the natural albedo by spraying ice bereft rock with chalk based solar reflective paint for a year's duration. At the end of the year, the natural system will be re-establshed, and further spraying will not be required." is a good example of a safe way to increase the albedo, as it will was away naturally, compared to proposals altering the atmosphere that can be difficult to reverse if they overshoot.
Saying that this is the only one available to us at this time does, however, not fit into a suggestion for a contest as it shuts out other proposals.
For the proposal to be in the geoengineering contest it should in my humble opinion be more detailed, giving some cost effective measures to carry out the suggestion.
