Write REQUIREMENTS for an Active Thermal Control Systems for the Earth and contract with qualified parties to do so.

Summary

Most of the earth's many systems produce waste heat, which needs to be transferred from the earth to space to achieve thermal control and maintain components at acceptable temperatures. Two Polar Thermal Control Systems (PTCS) are required to achieve this heat rejection function when the combination of the environmental and the generated heat loads exceeds the capabilities of the passive daily and seasonal thermal control systems to maintain temperatures. A PTCS uses passive currents and winds in a closed-loop circuit to perform three functions: heat collection, heat transportation, and heat rejection. Waste heat is removed in two ways, through polar-night radiant heat exchangers and polar-daytime radiant heat reflectors, lower latitudes are cooled by circulating sea water and winds. The heated air and wind circulates through PTCS, releasing the heat by radiation to space that cools the winds and sea water as it flows through the radiators.

What actions do you propose?

Prepare an RFP to solicit bids to improve one or more of the three functions: heat collection, heat transportation, and heat rejection.


Who will take these actions?

Request the International Panel on Climate Change (IPCC), to prepare and circulate the requirements to commercial engineering and industrial firms.  The industrial concerns will bid on the REQUIREMENTS detailing their approach to moving waste heat energy off the planet. The winning bids will be awarded contracts which will paid based on performances  Example: Per Zeta Joule of heat rejection less costs of ecology and environmental impacts.


Where will these actions be taken?

Preparation of the RFP will take place in conjunction with the 6th Assessment Report in current production


How much will emissions be reduced or sequestered vs. business as usual levels?

The objective of the RFP is to drive waste heat to a level which no longer posses a threat to achieving thermal control and maintain components at acceptable temperatures.


What are other key benefits?

Unlike other proposals, this approach leaves it up to the engineers and technologists as to how to solave the problem of global warming.  Since it addresses the issue with the least to cost to society it provide the individual the means (income) to exercise free will.  Since it is limited to the specific problem it reduces arbitrary authority.  To this extent it follows other technical advances like medicine and agriculture, allowing society to evolve and further human advancement.


What are the proposal’s costs?

The costs of preparing and selecting among the RFP submissions will come from existing IPCC budget.  Costs will be paid by sovereign states in proportion to waste heat generated.


Time line

The RFP will go through normal Requests for Comments and review cycles.
