Nice presentation, well informed, thought out and articulated project with good branding vision, stakeholder assessment and flexibility built in to anticipate the rapidly changing economic and market landscapes.
Well thought out.
It is a Clear labeling system solution. Possible questions would be buy-in and 3rd party verification and testing to ensure data supplied by brands to BORO is accurate. This solution focuses on the front end but could easily integrate consumer incentives for end of life recycling to promote the circular economy lifestyle at the store or brand level.
BORO could be an effective third-party solution to an alignment challenges within the industry. However, the entire proposal is pending the SAC's engagement and buy-in.

The proposed labeling system is consumer friendly, simple, and easy to understand.
If it is a challenge for the industry and the SAC to agree upon one label, communication strategy, and aesthetic BORO could be an effective third-party solution.
Only criticism is QR codes while interesting don't reach all audiences or ensure consumer engagement.
