Thank you for your proposal submission. The proposal is interesting and addresses a very important externality issue in forest management with a price incentive. Fire risk management has a high social benefit and control instruments have so far failed to promote it. However, we decided not to advance your proposal as you included no research on: (1) the scope or scale of the problem you are trying to solve, (2) the feasibility of the proposed solution, (3) the potential side-effects or perverse incentives. There were also not enough details on how the solution would be implemented, such as how risk would be measured or the optimal tax rating.
