Very interesting proposal and a unique approach towards addressing the rain harvesting challenges. It would be very interesting to see the outcomes of such proposals.
The proposal is well drafted clearly identifying several actions even if it has some flaws. The concept is not novel, but still is not proven completely as addressed in Steiner et al. 2015. It will be a very good research project. You should also address health impacts of such an approach. Also, do you think it is feasible to grow the grasses in UAE? What would be the amount of pollen needed for efficient seeding and how much of water would be needed to actually grow the grasses or plants to collect the pollen in the UAE? Do some analysis here. If you are using more water than it can produce, it will be useless. Also, I don't think the pollen can rise as high as you are imagining for this application. It is probably more ideal in hilly regions with forests where pollen can naturally seed the clouds as they rise.
