This is a well developed research-action project, that has clearly been put together with a lot of care and analysis.

My one critique is that it is not at all clear how the information and insights gathered during the project will be put into practice. As you point out in your section on "documenting and publishing", sharing useful local knowledge across multiple communities is critical. But apart from budgeting for a website, you do now provide a clear strategy for sharing knowledge within the region targeted by the project.

This proposal seeks to engage local communities in understanding and solving sea level rise impacts.

There are a number of proposals this year that have a common theme of engaging communities in solutions around climate. These locally tailored proposals are great in that they craft ag or other climate solutions to locally relevant conditions.

It seems that these are all most in need of pilot programs (like this proposal), collected into best practices, and then shared in a common technology platform (open source). The big risk in not having a shared environment is the repeating of the same good ideas over and over and developing support software over and over.

This proposal's idea of empowering local communities to take collective action is a great one. I think the 10 year budget, however, seems overbuilt. It mainly funds "volunteers" over this span. Perhaps the idea is to move from community to community over the 10 years. Here is where I think using a best practices approach (doing 5-10 local versions, then summarizing), sharing across an open source platform, and building education into govt funded programs might be more efficient.

This proposal seeks to educate children in two cities in India about the impacts of sea level rise. I think education is important and appreciate selecting a manageable sized pilot. What I was not clear on is how knowing about climate change and the bad things about sea level rise help the participants. Is the idea that knowledge will help encourage the city to better respond? Is that proven idea in the study region? Or, is the idea to spread information about proactive steps for families and the Community? If so, what might these look like that match the capacity of the participants and their communities? On the whole a promising, feasible idea which needs some specifics.
